Nigeria – The 2025 oil licensing round has entered a critical phase as the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) confirms the completion of its pre-qualification process for 50 oil and gas blocks nationwide.

The announcement, made on March 17, 2026, marks the transition from initial screening to full-scale competitive bidding. Only companies that successfully met the requirements outlined in the 2025 Licensing Round Guidelines will proceed, gaining access to essential geological and geophysical data needed to prepare technical and commercial bids.

According to the commission, the pre-qualification stage ensures that only serious, capable investors remain in contention. Access to subsurface data is tightly controlled: pre-qualified bidders must lease data exclusively from designated sources and provide proof of payment before submitting bids. The measure is designed to prevent speculative participation and promote transparency, standardization, and investor confidence.

The NUPRC will conduct all subsequent stages digitally through a dedicated portal, further enhancing accountability and efficiency.

Launched in December 2025 with approval from President Bola Tinubu, the licensing round is a central part of the federal government’s strategy to attract fresh investment into Nigeria’s upstream petroleum sector. The 50 blocks on offer span key sedimentary basins, including the Niger Delta, Anambra, Bida, Benue Trough, and Chad basins.

The initiative aims to stimulate exploration, boost proven reserves, and support long-term growth in crude oil production. With pre-qualification complete, the next stage will involve the submission and evaluation of technical and commercial bids before final awards are announced.
