The Kebbi State Police Command has announced that it will begin full enforcement of Nigeria’s tinted glass permit policy from October 2, 2025, following directives from the Inspector-General of Police, Kayode Egbetokun.
Police spokesperson Nafiu Abubakar said motorists who fail to obtain the required permit risk sanctions, stressing that the exercise will be conducted across the state to “promote transparency, accountability and public safety on the roads.”
Motorists are expected to apply online through the official portal using their NIN, BVN or TIN, submit vehicle details, upload documents, make payments and complete biometric capturing. In Kebbi, biometric capture and vehicle inspections will take place at the State Intelligence Department in Gwadangaji, Birnin Kebbi.
Abubakar cautioned applicants against patronising unauthorised agents, noting that biometric capturing is free of charge.
The enforcement, which has already been extended three times to allow compliance, comes as the Nigerian Bar Association (NBA) challenges the policy in court. The association argues that reliance on the Motor Tinted Glass (Prohibition) Act, a 1991 military decree, lacks constitutional justification in a democratic setting.
The legal challenge has intensified public debate, with motorists accusing police of using the policy as a tool for extortion. Meanwhile, authorities insist the regulation is necessary for national security and crime prevention.
